The Master Manual Part-1, to be specific, has four sections. Sction-1 deals with the Departmentalized Accounting System, Budget, Expenditure Control and Audit. Section-II deals with accounting of drawls and expenditure, cash-book and cheques in accordance with the provisions of the General Financial Rules, Delegation of Financial Powers Rules and Receipts and Payments Rules. The Main thrust of this Master Manual consists of its unfailing capacity to answer any problem that confronts the DDO/ Head of Office in his day-to-day functioning and to guide other functionaries in the discharge of their duties in an easy and unerring manner.
