This book contains Delegation of Financial Powers Rules, 1978, as amended up to date, Important Delegation Orders issued from time to time, Duties of Internal Financial Advisers and Economy orders issued by the Ministry of Finance (Department of Expenditure).
Enforcement of Recovery of overpayment made to Government servants Recovery of overpayments made to Government servants should not be waived merely on the ground that the overpayment was made in a good faith and that recovery would cause hardship. In this connection, attention is invited to Para. 5 of the report of the Military Accounts committee on the Appropriation Accounts for 1943-44, wherein it was emphasized that every overpayment of money to a public servant is, and must be regarded as, a debt owed to the public and all possible action should be taken to recovery it with dispatch.
Proposals for waiving the recovery of overpayments, which are within the powers of the Competent authority, should not be referred to the Finance Ministry for concurrence unless the case presents some special features or any of the conditions laid down in the rule are proposed to be relaxed.
